Can I have my ex's rights terminated?

He hasnt seen or spoken to them in 16 months, he is always drunk or cracked out, doesnt pay child support, he cant hold a job, and I have a restraining order and a no contact order. He recently called my ex-best friend and stated that his son was dead....totally made up bullcrap! I am married and my husband is an amazing father to them both, he works 2 jobs to provide for me and my kids!
