I'm in a complicated relationship with my best friend, what should I do?

We've known each other 2 1/2 years been just friends with benefits. We wanted to date but she was put into foster care 9 months ago far away and we never see each other. We talk all the time and agreed not to date other people but now she has a boyfriend and she didn't even tell me. I still haven't talked to her the past week of finding this out. The thing is I know she's in love with me and I'm in love with her, but is this situation going to ruin us? I'm very angry about this because honestly this happened once before and lasted 5 months. I didn't talk to her the whole time exept one night when I snuck to her house and she cheated on him with me and I ended their relationship :). This was a while ago though. I just don't know what to do now what should I say when I talk to her again? Should I just end this game playing bullcrap? I don't even know but I LOVE her SO DAMN much! plus I have like only 3 friends and no car so that doesn't help me with time to get over anything? Advice?!
